The key idea is the water-conservation limit for urinals: the maximum flush volume is set to minimize water use. Under federal standards, urinals manufactured after the rule took effect must not flush more than 1.0 gallon per flush. So the largest amount you may have per flush is 1 gallon. A model rated at 0.75 gpf uses even less water, which is fine under the rule, but it isn’t the maximum allowed. Models at 1.25 or 1.5 gpf would exceed the limit and aren’t permitted by that standard.
